In the Ghostlands, a Tranquillien guard will send you to investigate the Windrunner Spire. It is to the southwest. A particular amulet can be found in the posession of the wraiths or humans there, and it is this item which you would return to our Lady. Finding the amulet seems to be sheer luck, it is not related to the task you are sent to take care of at the Spire.
