Last Night in a group it was posited that the Riding Crop that Leatherworkers can make, which provides 10% mount speed does not stack with other speed enhancing items. Here it a link to an official response regarding this

Laaame! If I can get a Riding Crop, spurs, carrot on a stick and a minor speed increase on my gloves, I should be able to go above 10% mount speed. =P
